Universidad de Manila Champions Gender Equality through Local Budget Circular No. 149. In a
landmark move to promote fairness and inclusivity, the Universidad de Manila (UDM) has
implemented Local Budget Circular No. 149, effective June 5, 2024. This policy marks the
fourth tranche of the Modified Salary Schedule for local government personnel, pursuant to
Republic Act No. 11466.
UDM’s adoption of this circular is a crucial step towards eliminating gender pay gaps and
ensuring that all employees receive equitable compensation. The initiative is in line with UDM’s
strong commitment to gender equality, reinforcing the broader objectives of the United Nations
Sustainable Development Goal 5 (SDG 5), which seeks to empower women and girls worldwide.
By embracing salary standardization and granting benefits equally, UDM sets a powerful
