The University of Manila has introduced a forward–thinking policy under the University Code
that prioritizes the involvement of local stakeholders in its governance and decision–making
processes. This policy aligns with Sustainable Development Goal (SDG) 16.2.4, emphasizing
participatory governance to ensure that residents, local government, and civil society
organizations have a voice in shaping university policies.

The new policy fosters inclusive governance by ensuring that the University Board of Regents, which oversees university governance, includes local stakeholder representation in decisions affecting both the institution and the City of Manila. It mandates participative decision–making, requiring the board to facilitate meaningful participation from local communities and promote transparency and inclusivity. The policy also focuses on building partnerships with civil society organizations, aiming to create academic linkages that connect the university’s initiatives with community needs. Additionally, it emphasizes research and outreach initiatives, allowing the university to address local issues through collaborative efforts. The board is also empowered to coordinate closely with the Manila City Council, aligning university policies with local development goals. This comprehensive approach is a pivotal step towards strengthening the connection between the university and its surrounding community, ensuring that decisions reflect the collective interests of all stakeholders.
