In a significant step towards enhancing the governance of higher education in the capital, Manila City Ordinance 8977 was implemented on August 30, 2023. This ordinance amends City Ordinance No. 7885, which originally authorized the establishment of the Dalubhasaan ng Maynila (City College of Manila), now known as the Universidad de Manila (UdM). The
amendment marks a pivotal development in UdM’s application for official recognition as a
higher education institution by the Commission on Higher Education (CHED).
The key feature of Ordinance 8977 is its restructuring of the University Board of Regents,
ensuring effective oversight and representation. Section 3 of the ordinance clearly defines the composition and duties of the Board, establishing a governance framework that aligns with national standards and strengthens the institution’s capacity to achieve its academic and operational goals. This move is a significant step in promoting transparent and accountable leadership at UdM.
