On July 18, 2022, the City of Manila implemented the Social Pension Program for Indigent
Senior Citizens, in line with the Expanded Senior Citizens Act of 2010. This initiative,
aligned with Sustainable Development Goal 1 (SDG 1) – No Poverty, aims to improve the
living conditions of senior citizens who are frail, sickly, or have disabilities and lack a stable
source of income. The program provides a monthly stipend of ₱500 to help beneficiaries
meet their daily subsistence and medical needs, while also reducing the risk of hunger,
neglect, and abuse.
The Social Pension for Indigent Senior Citizens (SPISC) program specifically targets senior
citizens aged 60 or older who are not receiving any form of pension from the Social Security
System, Government Service Insurance System, or any other insurance institution. By
offering financial support, the program seeks to uplift the most vulnerable members of the
elderly population and enhance their quality of life.
This effort highlights the City of Manila’s commitment to addressing poverty among its
senior citizens, ensuring that they receive the care and support they need in their later
years.

This initiative reflects the City of Manila’s commitment to addressing poverty among senior citizens, ensuring they receive essential care and support in their later years.
The program, which was rolled out earlier this week, is part of the city’s broader initiative to improve the welfare of its elderly population, many of whom are living below the poverty line.
