Manila, August 9, 2024 – The first–ever commencement exercises for the Associate in Barangay Governance program were held today at the Justice Cecilia Muñoz–Palma Hall, marking a significant milestone in the pursuit of enhanced local governance in the City of Manila. The event was attended by barangay officials from across the city, who were the recipients of this pioneering educational program.
The program, designed to equip barangay officials with essential skills in governance, aims to empower local leaders with the knowledge and tools necessary to effectively serve their
communities. The curriculum covers various aspects of local governance, including public
administration, community development, financial management, and leadership.
City Mayor, the Honorable Honey Lacuna–Pangan, graced the event with her presence, delivering an inspiring keynote address. In her speech, Mayor Lacuna–Pangan emphasized the importance of education in governance, particularly at the grassroots level. She congratulated the graduates on their achievement and encouraged them to apply their newfound knowledge to improve the lives of their constituents.
“This program is not just about gaining a diploma,” Mayor Lacuna–Pangan said. “It’s about fostering a deeper understanding of the responsibilities we hold as public servants. You, as the leaders of your respective barangays, are now better equipped to face the challenges of governance and to implement meaningful changes in your communities.“
The graduates, who represent various barangays in Manila, expressed their gratitude for the
opportunity to participate in the program. They acknowledged the impact that the training has had on their personal and professional growth, and many vowed to continue their education and development in the field of public service.
The Associate in Barangay Governance program is part of a broader initiative by the City
Government of Manila to strengthen local governance. By investing in the education and training of barangay officials, the city aims to ensure that its leaders are well–prepared to address the needs of their communities and to promote sustainable development at the grassroots level.
The commencement exercises concluded with the awarding of diplomas to the graduates, followed by a ceremonial oath–taking, reaffirming their commitment to serving their barangays with integrity, transparency, and dedication.
The success of this inaugural program is a testament to the city’s commitment to empowering its local leaders and to the importance of education in achieving effective and responsive governance. As the graduates return to their barangays, they carry with them the knowledge and skills that will help shape the future of Manila’s communities.
