
Promoting Pay Equity: UDM Aligns with NBC No. 594 for Salary Standardization

The Universidad de Manila (UDM) reaffirms its commitment to decent work and economic growth (SDG 8) by adopting the implementation of National Budget Circular No. 594 (NBC 594), effective January 1, 2024, which constitutes the first tranche of salary adjustments under Executive Order No. 64, s. 2024.
NBC 594 mandates updated salary schedules for civilian government personnel—encompassing state universities and colleges and similar institutions—ensuring that compensation is fair, transparent, and responsive to contemporary challenges.
For UDM, this policy means a more equitable wage structure across faculty and administrative staff, with compensation scales reset to eliminate distortions and lower entry thresholds. Importantly, it also supports UDM’s objective of pay equity, helping to close gender-based remuneration gaps and promote inclusivity.
Though NBC 594 is primarily tied to SDG 8 (Decent Work and Economic Growth) by elevating compensation norms and safeguarding workforce dignity, its emphasis on eliminating pay disparities also dovetails with SDG 5 (Gender Equality). By ensuring that pay is determined by position, merit, and qualification—not gender—UDM takes a concrete step toward gender-sensitive employment practices.
UDM’s adoption of NBC 594 positions the University as a trailblazer in higher education, charting a path toward equitable, inclusive, and sustainable employment policies.
